Question / Help 720p stream looks 480p even with high bitrate

Just what the title says. I have my bitrate set to 3000 and in video settings my i have my resolution downscaled to 1280 x 720 but for some reason my stream looks identical to my friends who streams in 480p. any ideas on why? my cpu usage is with game and stream is only around 60%. my upload speed is 18Mbps so i know its not a bandwidth issue. i have also tried other streaming software with same results. hope someone could help resolve this. thx!

if you have a good cpu you can change the preset to medium or slow.(if your cpu is already around 60% i would only try medium) veryfast dont look really good.

thanks and ah yeah. i have a old phenom X6 1055T. i may try push it a lil higher and see what happens. thanks for the tip!
