Question / Help Issue with skipping during cut scenes using Elgato and OBS

So, I have been banging my head against the wall for a while with this issue. I have tried nearly everything outside of burning it all to the ground.

Here is the issue. While using the Elgato to stream/record anything that has a cut scene, the recording skips at the beginning, and end of these scenes (sometimes for a few moments after) While using the Elgato program to record alone, there is no skipping. Recording the game on the gaming machine using obs causes no skippage. It only happens while using the Elgato to stream through obs. It doesn't matter what system is running obs. I have tried it with three different systems (2 gaming one laptop) and got the same results every time. I have tried changing nearly all of the settings in obs. The closest I got was changing the custom buffer size up to 15,000 in which only caused one skip.

I really am not sure what I can do to fix this issue. It works great while there are no cut scenes going on, and have even tested several high action games with no skippage. Just with cutscenes.

I believe this code is set back to my wife's default streaming settings. I am hoping someone can help me with this!

Just as an update, no bitrate or screen resolution will fix this issue. I would really like to get this issue fixed as I like the idea of having a two pc stream system so there isn't a lost of performance on the gaming system.
