I have streamed league of legends without any issues but when i wanted to try to stream the division obs would drop fps drastically causing my stream to freeze for a few seconds start moving again and then freeze again a few seconds later. I will add some logs to this so anybody can try to help me figure out this issue i am having. i have an i7-6700k and use a gtx 980 with 16gb of ram.

Well dont try to stream 1080p60 especially not with only a 1k Bitrate. If you want 60fps stream with either 720p or 540p and if you are not partnered its not really recommended going over 2k bitrate anyway which already cuts out everything above 720p30

Log shows: Number of frames skipped due to encoder lag: 7962 (98.38%)

Maybe increase OBS priority (advance options or task manager) and using task manager, reduce game's priority. This may slow down game, but will help OBS stream/record.

Do not stream 1080p 60fps at only 1000 Kbps, as doing show will show excessive blocky blurry compression artifacts at high motion. Go with 720p60 at 2500 Kbps or 720p30 at 2000 Kbps. 1080p 30fps at 3000 Kbps may be possible to low motion game like league of legends, but probably not for a high motion game like "Division".

Higher bitrate can improve quality. 3500 Kbps is a Twitch limit, but recommend using lower as all viewers have to download the same bitrate from stream settings if without transcoding (low medium high source). Too high bitrate may cause unwatchable buffering to some viewers with poor internet connection.
