Question / Help Video looks staticy

I don't think I've ever had this problem before.

This is a know bug with AMD R9 graphics cards.

Try using OBS Studio and enabling "Multi-adapter Compatibility" in your game capture source. Technical details are available at https://obsproject.com/forum/threads/any-changes-with-an-upgraded-video-card.40855/#post-184243
A future driver update *might* fix this, but it's probably not very high on their priority list, but they were informed.

Also follow this guide for optimal quality for recordings (not streaming):

Is that supposed to be under the "properties" when I right click on the game capture source, because I don't see it there. I read up on the technical details though, so thanks for providing background.

Yes, but you need to use OBS Studio for this to work, not Classic.
