Introduce formatting toolchain and CI checks and added WebSocket/server wiring.

Adds a reusable formatting framework: .run-format.zsh, small formatter wrappers (build-aux/run-*) and helper logging functions, plus composite GitHub actions (run-clang-format, run-gersemi) and a check-format workflow that is invoked from PR and push workflows. Thanks for creating this tool. Could you add the functionality for tracking a score which consists of two elements rather than just a single element, i.e., when a score consists of Goals & Points? For example : Team A: 1:10, Team B: 2:05 (where 1 & 2 are Goals and 10 & 05 are Points)?
